Flash News – Understanding the Fees Required by IMPIC for Obtaining a Contractor License in Portugal

The fees payable to IMPIC for the issuance of a contractor license are set out in Ordinance No. 261-A/2015, which establishes the fees for licensing, certificates, alvarás, and other administrative procedures related to construction activities.

Contractor license in Portugal, issued by IMPIC – Instituto dos Mercados Públicos, do Imobiliário e da Construção, I.P., follow a progressive fee structure based on the class of license applied for.

In all cases, the initial application carries a fixed cost of €75.00. However, the fees increase significantly for the higher categories.

In particular, Class 9 – the highest of all classes – applicable to construction projects valued at over €19 million, is subject to two additional fees:

a) One-off issuance fee: €50,000, payable only once upon granting of the license.

b) Annual renewal fee: €15,000, required to maintain the license in force.
